Looking for a solution for bandwidth throttling

 

We have a number of sites with MR18, MR34 , MR66 devices and a common SSID used for public access.  At some sites we do not have a lot of Internet bandwidth at this time so we had a policy applied to everything that limited the client throughput.    Some sites now have very good Internet so I need to have different bandwidth policies for specific sites.  What is the best way of doing this?

What about traffic shaping bandwidth hungry applications?

I guess enforcing bandwidth restrictions on a global ssid is out of the question?  If so, what about creating local SSIDs for the sites in question then reduce bandwidth per client that way?

Unfortunately SSIDs need to remain the same for all sites as it is a standard for the public access.   No MXs available yet.   We are doing traffic shaping, but it is for all APs.
