For some reason the Layer 7 rule for blocking youtube doesn't seem to work as of late. People on the guest SSID I created can still access youtube even though I have disabled it.
Try creating a standard L3 firewall rule and block access to the FQDN youtube.com (I just spotted this in the MR section - you can only do an FQDN rule on an MX).
