Alternatives to Twilio

Hi - Is there anyone else we can partner with to do the SMS on the splash page or does it have to be Twilio?

Twilio is the only built in solution AFAIK. If you went to the trouble of building your own ExCap you could use any service you wanted... But that's not a light lift.

Splash Access provide their own guest portal option, and I believe they include a TXT gateway or connectvity to a TXT gateway.
