Meraki with Okta radius and WPA2

Hi all,
I am trying to configure a radius server to authenticate my users, I do it with the okta app.
However, I am not clear how to configure so that meraki can change the radius authentication to login with credentials, in case my radius server is unreachable.
Does anyone know if this is possible, or if when my radius server is unreachable I lose the connectivity of my connected users, since if the internet connection is lost, I want my users to be able to continue using my internal network, and be allowed to log in if the radius server fails.

Hi Daniel, Okta offer a local radius server which sounds like a better fit for your scenario but would need to understand if you are looking to provide SSO from the desktop and MFA.
