Meraki MR53 can be used as standalone

 

 Meraki MR53 can be used as standalone , without connecting to the Meraki Dashboard.

No, all Meraki devices must be connected to the dashboard (with an applicable license) in order to function

The one exception is that Meraki APs can run in Site Survey mode and they do not need to connect to the internet for that.
