ISE 3.1 config issue with BYOD

We have just upgraded from 2.4 to 3.1.  It has fixed a bunch of issues but one that seems to be Meraki related.  When we get a new mobile device and it tries to access wifi we are supposed to get a splash screen for authentication.  We at this time have a hybrid network.  Our legacy WLC wifi will work as it should but our Meraki offices do not and we have to manually add the mac to ISE identity groups.  

 

Do you have a configuration guide we can look at for this?  Or, do you have a quick insight into the why.
