VRRP across a MS120-48LP not working

Two (non Cisco) routers not receiving multicast packets from each other. Should be very simple, alas doesn't work

Both switches occassionally see the physical address but with the virtual MAC which should never occur. Virtual IP is 192.168.120.1. All looks ok on a host sat on the LAN.

As seen on Ubuntu host correctly

? (192.168.120.1) at 00:00:5e:00:01:01 [ether] on ens160
? (192.168.120.3) at 00:0b:ab:f6:c1:96 [ether] on ens160
? (192.168.120.2) at 00:0b:ab:f5:d7:a6 [ether] on ens160

Don't understand why this entry would ever occur.

00:00:5e:00:01:01 192.168.120.3

Kind of a big deal

This suggests to me that the routers are not sending IGMP join messages for the VRRP group.  In that case use the multicast flooding option under switch settings.

Just had a look and these two are enabled

IGMP snooping
Flood unknown multicast traffic
