Meraki Dashboard Configuration Templates

Hi Team,

Have a customer that is unable to create templates. Specifically the option does not exist in the local Network>Organization>Configuration Templates. Does not exist.   

Is there levels to dashboard options? 

OR is this feature found only with Security - SD-WAN.
