Is the Meraki MS150 compatible with Cisco ISE, and if so, which license does it require?

Genereally speaking. any switch that supports RADIUS is compatible with ISE.

It depends on which features you intend to be using. Do you need Downloadable ACLs? Then there are certain limitations.
