I think that you should have to ask this on Aruba community.

I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.

Cisco switches support multiple authentication methods and many RADIUS options that are passed to the switch. This chapter discusses only the subset of Cisco switch configuration features that are required for integration with Policy Manager. Basic familiarity with most Cisco switches is assumed. For in-depth information about the features and functions of Policy Manager, refer to the ClearPass Policy Manager User Guide.

Requirements

Cisco LAN switch that supports 802.1X and MAC Authentication Bypass

DHCP server for the registration VLAN and the mandatory VLANs (see VLAN Numbers)

Current Policy Manager release

Verify that a basic configuration of Policy Manager has been completed, which consists at minimum of initial set up and configuring a generic RADIUS service.

Meraki devices don't need to use tacacs because they are manage on Meraki cloud.

 

Regarding about radius, it is suporte for any device model. Do you want to authenticate client via radius?
