This can happen for a few reasons, but I just have one question. Do you have access points connected to these switches?
If so, one explanation is that this is caused every time the client roams from one AP to another and is expected behavior.
I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.
