10GSFP+Cu backwards compatability with 1 Gig

can I connect an SFP port on MS220 to a SFP+ port on MS250 using 10GSFP+Cu ?

i was hoping if i can manually set the speed to 1Gig on MS250 and use the twinx cable for 1gig connection.

No you can't.

However whatever SFP you use on your MS220 you can also use on the MS250, and connect them that way.  Typically the cheapest option would be using a copper 1000BaseT SFP -  MA-SFP-1GB-TX.
