Check the device that your testing on. Is that device whitelisted?

Any chance the device you're using to test, has a VPN to circumvent the firewall?

The blocking works by intercepting the DNS requests coming from the machine.  Has this machine got its DNS set to be learnt via DHCP (aka, is not using static DNS servers pointing to something else such as an internal AD controller)?
