MX250 BGP on a Lan interface

If I have a Lan interface on my MX250 

Can Can

I assign an IP. a /30

Can I  neighbor to a Cisco ROUTER that is connected to A cloud based Direct connect

If all above work how does HA work since I have 2 MX250

Only a mx in one armed concentrator mode can do bgp. On its wan interface
