Does Meraki MX support latest TLS version ?

It really depends what you mean by support.

An MX will handle TLS encrypted traffic going through it like any other type of network traffic.

In terms of Meraki device to cloud communication, it uses TLS1.2

And for AnyConnect it also uses TLS1.2 (which is still considered very secure). And with a recent firmware we even get an A+ on ssllabs.com:
