If Hub to Hub communication is disabled then how specific routes advertised by new Hubs will be learned by existing hubs?

If Hub-to-Hub communication is disabled, the specific routes advertised by new Hubs may not be learned by existing Hubs. This is because the Hubs are not directly communicating with each other.
