If you are getting two public IP addresses from each ISP then you can use HA, but without the Virtual IP feature, as that requires a third.
If you only have one IP per ISP then you will need a router in front of the MXs if you want to use both ISPs at once, if you only need to use one ISP or the other, then you can plug one into each MX.
