Content Filtering and Group Policies not applying to Meraki Z1's under a template

I have having an issue where i have created a template for a group of Meraki Z1 devices and am trying to setup content filtering for the only VLAN, VLAN 1 to block certain types of categories.

After creating the content filtering at the template level, the blocked categories selected are not applying to the local Z1 device.

I've also enabled VLAN functionality and created a group policy and assigned to the VLAN to override the content policy essentially adding in the same content to see if that would work and it also does not.

Any thoughts on how this would work?

Z1 and Z3 do not support content filtering.   You need an MX if you want to do content filtering
