Block all devices, except those that are on a client list

I'm setting up an MX64 for the first time.

I want to block any device that connects to the network from having internet access by default. Only devices with MAC addresses that I have added to my MX64 should be allowed access.

How can I accomplish this?

Create a deny  any Any  in the l3 firewall.

I added the "deny any" rule to the firewall. It blocks other devices as intended. Thank you for your advice.
