It is possible Meraki could have any kind of issue with ISP Anti-DDoS service?
Anyone experienced slowness using this kind of service?

No, I'm not sure.
Just for exclusion... I tested everything else.
Changing the MXs, cables, configs, disabling security features, etc.
Clearly it is some issue between Meraki and this link, and this link has Anti-DDos,

ISP answered:
"Analyzing the contracted DDoS service, there has been no active mitigation for your environment since the service was activated.
Blocking by the DDoS tool only occurs when there is a mitigation in progress, which is only carried out after prior authorization."
