Maybe you are overthinking it?
If it was a member of a stack with no active POE usage and no internet uplink and one port STP blocked ....What would it look like? All the things they havent told you or shown you cannot be a factor in this question surely?

@KarstenII have not got a stack at home but wondered would the status be green on those icons if stack cables just plugged in? Orange maybe?

@AB_LaDigue67 @KarstenI was right that they go green just by being connected, but every non stacked switch needs an UL if is is connected to the dashboard in the ☁️

When I configure remotely a stack the cables are typically already connected by the on-site technician. I do not remember it not to be green when I start with it. But I would not vouch for it. After configuring, it often turns temporary orange complaining about wrong DNS or VLAN.
