I was wondering if there were any free virtual labs that could be used to prepare for the Meraki Certification

Within the Webinar the guy who showed the chatbot was able to login to the Dashboard as well and showed the devices. 

So you may be able to use it for preparing:

I think the most readily available is DevNet Sandbox's Meraki Always On. However, it is a read-only environment.
There is also DevNet Sandbox's Meraki Enterprise, which is a bit more flexible, but reservations are required.

Cisco dCloud also has several Meraki environments.
