Samsung Device Owner no phone app

I enrolled a new S8 with Android 7 in device Owner Mode and after a few minutes the phone and contacts apps was removed, I checked the policy and can't find anything related to this. Am I missing something?

Create a black list policy.

System Manager/Settings

Add Setting

More Android/Android Systems Apps

Change the List Type to Blacklist.

Save

Factory reset the phone, and all the software that came with the phone should be allowed.
