Meraki Profile Missing (failing to install)

We had a problem with our certificate for the iPads and needed to do a restore through iTunes.  The restore process seems to go through fine, but I am running into problems reinstalling the profile.

The error is Code:1000

Domain: MCProfileErrorDomain

Error: The profile (name) is invalid

Error: The payload (name) is invalid

Error: At least one service must be enabled

The Meraki profile appears to be installed on the iPad, but there is an error of Profile Missing and it will not reinstall.

I need to add when removing the owner from the MDM, the error goes away, but as soon as you add an owner (new or otherwise) it gives you an immediate error of profile missing.

What type of settings are you trying to push out through the profile? It sounds like it there is something either misconfigured or missing from the profile when the owner is attached.
