Install AFW account error



I have about 70 Samsung Galaxy Tab Model SM-T365 all running Android 5.1.1 (That's the highest they update). I have been enrolling them via Device owner mode over ADB and once enrolled they seem to do their thing getting their policies, however the play store gets removed and I get a AFW account error.


Magically I haven't got the error on 1 Device out of 20 I have tried, I don't know if I did something different for this device but it seems to work fine. 


Any help would be appreciated, I've looked at other posts and it seems like a roll of the dice.
