Encrypt device internal storage for Windows device

I have a customer that is looking at getting Meraki Systems Manager and one of the questions that came up was can the "Encrypt device internal storage" in the profile settings of the dashboard allow them to stop using BitLocker and merge over to Meraki for it all?

If this can be a replacement to BitLocker, does it have a page internally within the dashboard that if the user is locked out they can call their local support and be provided a passcode to get logged in similar to BitLocker?

No.  It uses BitLocker.

The last time I tested it (maybe 2 years ago), it didn't reliably enable BitLocker either.  I would not rely on this option.
