I'm not on our Support team team anymore that manages our devices thru the MDM, but when we cleared the passcode on a device with Touch ID enabled, it would clear the passcode and then turn off Touch ID. I don't think I ever had any issues with the device receiving the command unless their cellular connection was spotty. Some times it seemed to take forever for the command to be received and we would just cancel and try again. From a user perspective, you can never clear a passcode fast enough.
