you can leverage a profile to set the home page location. Dashboard -> System Manager -> (Manage) Settings, select an existing profile or create a new one and add a setting for 'Managed app Settings', select Android then Chrome. The key in the schema is HomepageLocation, set the value to the desired URL, save and make sure the profile is synced with the device before testing 😊 SM Chrome Settings

This flag will change the home page on android 9-10-11. The issue I'm having is that it doesn't change the "new tab" page that chrome opens to. I've been looking for a way to apply the key suggested in the documentation "HomepageIsNewTabPage" alongside "Homepagelocation" but can't find a way to do add it, and it's not in the menu. Seems like a pretty common request, I will write a guide on it if someone can provide me with the answer.
