Access to Play Store for downloading apps

I have setup Meraki mobile device management for a school. I would like to know if its possible to allow users to download and install apps from the Play Store as well as having apps automatically pushed out.

Seems to be possible, but have a look into this as well, as these apss seem to be unmanaged und you can´t remove them.:
