Wish to have the ability to restrict certain VLANs for internal LAN access only and block them from accessing the Internet.

You should be able to do this with the outbound rules (filtering).

I don't have the MerakiGo router, but I have the standard Meraki firewalls, and it should be the same.

Since the MerakiGo switches are layer2 only, they don't do routing, so consequently you would have to do the filtering on at the router level (depending on what router/firewall) you have.
