WAP581 is connected to MX84: But devices just cannot connect to to Cisco WAP581 Access Point

No matter what I just can't get this access point to work with my Meraki MX84

Have you taken a packet capture to see the dhcp process yet? It seems like there is no dhcp server on vlan 7. Meraki sees dhcp discover packets come in, but no offers go out.
