Actually you can do this easily.
MV Cameras support MQTT.
You can use a middleware like home-assistant.io or node-red which supports MQTT and philips hue.
After setting up HomeAssistant you can connect the MV via MQTT to home assistant.
Then you will need to connect home assistant to the hue bridge.
Both can be done via wizards, so you don't have to edit any configuration files.
After then (again via a wizard) you can create an automation to trigger on people > 0 and set the lights.
