Disable Email Verification

I am trying to develop an App using the Dashboard API. I need to have one user admin to be able to gain access to the video wall when called upon, and disabled when needed. However, I need this admin user to be created without them verifying their email address. Is this possible? Is there another way around this? Anything helps!
