custom app pkg won't install after pushed to /tmp/

I manage to push the pkg to the Mac (add new > custom App> I have the file on dropbox with a direct link) with Meraki.  I can see the pkg-file coming in the /tmp/xxxxxx/ folder when I open the folder in Finder. But then it won'y install. And when it fails, the pkg is removed.

The same pkg downloaded from dropbox installs fine if double-clicked.

some ideas?
