I need help on how to log an RMA request for incorrect License orderd.

I believe the process remain same as in reaching Meraki Support.
We may call them / raise a case from the Dashboard.
Contact support but also the resller you purchased from. If the license was applied less than 7 days ago you can reverse it in your dashboard.
