Move device from PDL Organization to Co-Term Organization

How can I move a device (eg MX64) from an Organization set as PDL to an Organization set as Co-term? 

The docs only seem to cover moving devices between like-for-like license model organizations. When I try the "Change Organization Assignment" on the Inventory tab on the source Org, it says "Note, you can only move devices to an organization that is using per-device licensing"

Is there a workaround?

Moving devices (unclaim/claim) is fine. Moving licenses is not supported between PDL and Co-term.
