Is there an option to only take care of a defect AP by submitting a RMA?

We have several departments that are supporting when an AP is not working as it should (engineers, coordinator and warehouse employee). For the first two they have enough permissions to raise a support ticket and can set several settings. As for the warehouse employee its function is to create a RMA ticket to get a new AP. Is there a possibility to create an account with the least amount of permissions for them so that they can only create support/RMA tickets?

Users with read-only permission in the organization can open cases.
