For above URL do we need any specific licensing at Meraki or Azure end?

For Azure AD integration, you do not need a specific license (apart from the ones (MX, MS, MR)) you already have.
You are not running a Cisco Meraki Firewall in Azure (vMX, which requires a license) but only redirecting the AD Authentication.
