Can this combination be done within the same organization?

MX95-HW

LIC-MX95-SEC-3Y

Taking into account that vMX is Enterprise License and for MX95 we are selecting Security License

Yes, for the vMX (and Z-series) you are allowed to have a "lower" license than the Org is configured for. This is because the vMX is basically a VPN-concentrator and not a real firewall.
