content filter is not working

the content filter is not working, all users are falling into the default policy, the rules by AD groups are not being respected.my version is 18.211.

We discovered the problem.
The error occurred because the groups in AD were moved to another OU.
We recreated the groups and the rules in Meraki, and the problem was resolved.

My configuration is ok, but the group policy is not working; it goes straight to the default content filter.

If your configuration is ok then you might consider submitting a support ticket.  There wasn't much info/details to go off of in your original post.  If your MX model allows you to advance beyond MX 18.211.x then you might consider doing so unless limited by Product Firmware Version Restrictions.
