How does HUB Priority work in case of Failover

How does HUB Priority work in case of Failover

We have two hubs for a spoke , when HUB1 goes down , HUB2 will be preferred but when HUB1 is back online will traffic shift back to HUB1 ? or it will continue to follow HUB2 path ?

The priority is from top to bottom in the list, so if Hub1 backs, it becomes the priority again.
