You can find it in the release notes on the Meraki dashboard itself.

I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.

In the dashboard go to Organization > Monitor > Firmware Upgrades there you can see:

Stable Release (tab)
Stable Release Candidate (tab)
Beta (tab)
Other Available Version (tab)

Under each you will see RELEASE NOTES.
