Block iCloud but allow Account Modifications?

Is there any way to NOT allow iCloud ("Sign in to your iPad") but still ALLOW for the adding/modification of Mail Accounts, Notes Accounts, Contact Accounts, ETC? 

The above is what I'm trying to disable, the below is my goal:

The above being my goal, while still allowing to modify the other "account" related settings such as: 

I've clicked off ANY and ALL things iCloud/iTunes related, yet it still allows the end user to sign in with their personal account. 

The setting below appears to be the only one that disables iCloud sign in, but as stated it also stops from editing ANY and ALL other "account" related settings... 😞

Disabling ALL account modifying hinders me from allowing the things I need to allow them to access and change.. 

Why is there not an option to do one OR the other?

I don't know.

If you use Office 365 you could always push Outlook for iOS onto the devices and have them use it for email.

@R2B2  It seems not, I think this is Apple's doing not Meraki. Looks the same on Jamf.
