Get devices by filtering scope and adding a set of tags (v1)

Hi! 

I have been trying to Get devices by filtering the scope and adding a set of tags using v1 and so far I have had no luck. I’m not sure of the format on where I should provide the tags within the request. 

Any ideas on what I’m missing? 

networks/{{networkId}}/sm/devices?fields[]=tags&scope[]=withAll
