Passenger wifi system with Meraki

hi all , 

i am looking for a passenger wifi system with meraki solution ?

the requirements is passenger 

1. the passenger login with his phone number 
2. he get an OTP 
3. he get access to internet 
4. one more requirement is the subscriber details needs to be logged for country regulatory compliance perspective for one year 

Does Meraki Wifi support this feature ?

Meraki can do this using twilio https://meraki.cisco.com/blog/2013/04/splash-page-sign-on-using-sms/

 But there are also 3rd party solutions offering custom splash pages for example:

But you  could export data you like using the api
