On network-wide -> General of the new network, how is the regulatory domain configured there?

Here to help

An easy way to do this is create a new network with the regulatory domain set for the destination network you will be moving them to, move the APs to this network and then you should be able to move them to the original destination network, You can then delete the new, temporary network you created. I've had to do this several times and it works like a charm each time.
