l have heard something Meraki Per-Device Licensing new model ?
can someone put some light on new licensing model ?

Is the same concept of equalizing to license expiry date for all at same time?
It's fundamentally different. But if you want to mimic the behavior, you can use "day-licensing" to arrive at a single date for everything, like you would today. See this section:
