What is a inactive  ap?

AP can only upgrade if its connected to the cloud.

If you upgrade the network fw for APs, and a AP is down, it will upgrade fw next time it connects the cloud.

The AP is in the cloud but the status of some of them are "dormant", "bad" or "alerting"

Any that aren’t registered to the cloud won’t upgrade
