Guest Sponsored Portal client "not authorized" has internet access

I have recently turned on Sponsored Guest Portal on one of my WiFi networks. However, I have a client that DOES NOT get the captive portal. The client status is "not authorized" but this client still has internet access.
Captive portal strength is set to block all access until sign on is complete.  There is no walled garden access as disabled.  This is the first time that the client has connected to this WiFi network and is a Win10 laptop.  Has anyone else experienced anything similar?  Other Win10 clients are working fine and the captive portal, until which point they DO NOT have internet access.

Is this HTTP and HTTPS traffic that is being allowed? Do you have the following checked on the Access Control page for the splash page?

Yes both HTTP and HTTPS traffic works when "not authorized".  Yes, also that is set to block access on the access control page.
