I wanted to confirm that using an MSP User/API Key that the rate limiting occurs based on the org_id in the query and not on the API key being used.

It's the Organization that is limited to 5 calls per second.
I don't know the answer, but my expectation is the same as yours.
Would be good to get a reply from Meraki, as it impacts the design of the integration we're working on for MSPs.
I believe you can request higher limits - try contacting support if you need a higher limit.
